Abstract

This brief essay reviews the implementation of two prominent decisions interpreting the Northwest Power Act and the Endangered Species Act by the Northwest Power Planning Council and the National Marine Fisheries Service. The essay also discusses a number of other decisions affecting salmon law and policy as well as some initiatives of the federal Bonneville Power Administration that threatened to undermine salmon restoration.
