About the speakers:
Hon. Ulanda Watkins was appointed to the bench in July of 2017 and elected in November 2018. Judge Watkins had 21 years of litigation experience with over 100 jury trials before she took the bench. Her first 15 years of practice she spent defending individuals charged with crimes, advising local nonprofits, and representing Plaintiffs’ who had been harmed by the negligence of others with a special emphasis on Plaintiffs’ with a criminal history. Immediately preceding her appointment, she was the Managing Attorney for the staff counsel office of a major insurance carrier.
Hon. Raymond D. Crutchley was appointed Circuit Court Judge for Deschutes County, 11th District, in February 2018. He is the Presiding Judge for the Deschutes County Family Drug Court (DCFDC) and a member of the Governor’s Advisory Committee on DUII (GAC-DUII) and the Judicial Education & Leadership Committee (JLEC).
Prior to being appointed to the bench, Judge Crutchley worked as a civil and criminal defense attorney for 13 years, from 2002-2015. He assisted clients in legal matters including, estate planning, personal injury, property disputes, contracts, domestic relations, probate, and criminal matters.
In addition to his private practice, Judge Crutchley served as a Deputy District Attorney for Deschutes County from 2015-2018. He served in the U.S. Marine Corps., from 1988-1992, and was honorably discharged. He served in a non-combat role during Operation Desert Storm and Operation Desert Shield and was awarded the National Defense Service Medal.
Born in Jamaica, W.I., Judge Crutchley immigrated to the United States, with his single mother, at the age of 11. He became a naturalized U.S. citizen in 1991. He earned his law degree in 1999 from Lewis & Clark Law School. He is a Cornelius Honor Society Member and a Shepherd Scholar. He obtained his undergraduate degree from Queens College - CUNY, with Honors in Philosophy, in 1995.
Hon. Patricia L. McGuire was appointed to the Family Law bench in Multnomah County by Governor Brown in September 2017, where she handles a variety of family law, juvenile law, and probate cases. She began her legal career in 1996 at Davis Wright Tremaine where she litigated a broad spectrum of civil cases (including construction defect defects, antitrust, product liability, and general commercial disputes). From 2007 until her appointment to the bench in 2017, she was in private practice where she focused on family law.
